It looks like you already found the problem. You state that when the engine is running, the battery voltage is about 11.0V. It should be 13.7V. Therefore, your alternator is probably not alternating. It is also possible that the alternator is working fine and just not getting the voltage to the battery. So check the output voltage of the alternator at the big wire terminal on the back of the alternator to the housing of the alternator itself. If that measures only 11V, you have found the problem. If it measures higher, then the problem is most likely the ground wires some where. Check them all but especially the ground wire to the alternator itself.
