Having trouble setting AMM idle setting w/ duty cycle meter

I’m trying to adjust the air/fuel ratio on my air mass meter on my ’88 turbo to the correct setting by using the duty cycle setting on my digital voltage meter. When I connect the pos. probe to the o2 sensor lead and the neg. probe to ground I get a reading of 100% which is the same as if the meter is not connected. The meter is fairly new and the duty cycle meter works when I use it to test other components.
Am I hooking the thing up wrong or do I need a certain type of duty cycle meter. I know the sensor is producing voltage and the voltage is varying (crossing .5 volts), as it should. I am thinking that the low voltage produced by the sensor is not enough to register on the meter since the meter does work on components that are 12v.
