When you stop the engine, the fuel pump turns off. To facilitate a quick start, the fuel in the fuel line stays pressurized. On one end, it is closed by the check valve that you replaced, on the other end it is the FPR. The FPR is just like a check valve but with a strong spring in it. If the pressure in the fuel line is greater than the force of the spring (under normal conditions with the fuel pump running), the valve will open and fuel will flow back to the tank. When the pump is off, the spring is supposed to keep the FPR closed and keep the pressure in the fuel line. If you have a slow leak in the FPR, the line will de-pressurize slowly and you will have a longer cranking time to re-pressurize when you are trying to start the car.
