Rust sucks big time, and you are never likely to get rid of it unless you stop driving the car in the rain and salt. By the time you see rust on the outside, lots of damage has been done - its only the tip of the iceburg. Tough thing about Saabs is that the wheelwells have those plastic things on them, which trap dirt and water inside (I removed mine). Additionally, the inner and outer fenders are spot welded together and have some kind of gasket/sealer inbetween them to keep out water and dirt. With age, this gasket breaks down and allows water and dirt to get inside, and then your wheel well rusts from the inside out. THis is your situation. What I'm saying, its that even if you fix it, it will come back, because it is realy tough to seal it up 100% and prevent water from getting up in there. If you really want to do this, make sure the shop sprays the BACK side of the new metal with weld - proof primer. Something with high zinc content. If they weld in new metal and fail to protect the back side, it will rot out fast.
