Like Jim mentions, the one in-line with the cooling hose is a normally-closed switch which opens and turns off the A/C compressor if the coolant temp in the hose gets over 115 degrees C (239 degrees F). The one in the radiator is a normally-open switch which closes if the coolant temp in the radiator rises to 90 to 95 degrees C (194-203 degrees F). When the switch closes, it turns on the main fan. The main fan also will run when the A/C switch (in the dash) is on. The other (auxiliary) fan runs whenever the A/C compressor cycles.
Tom Townsend (Townsend Imports) suggests that one swap out their 92 degree C radiator switch in favor of one that closes at 82 degrees C. On his site (click on link below and look at the last paragraph under section titled "Cooling Fans") he lists a direct VW replacement for this switch. I've found this VW switch for only $5.37 at a non-SaabNet sponsor, so I won't mention the name, but needless to say it's probably very affordable whereever you can find it.
