Won't Start....Mass Airflow???

The last few days I have been trying to fix my 87' Saab (IA3 2.0, 121.1 ci). I was having fuel starvation issues but found the pumps to be in good working order. I removed the assembly that lies on top of the air filter housing the fuel routing and leads to the injectors. I figured that this may be clogged and the issue. Durring dissassembly I noticed the diaphram directly above the air filter was responsible for maintaining the air/fuel ratio(mechanically, no wires on unit). When I reassembled the intake components I reattached all the fuel hoses except the injector hoses to see if they were recieving fuel. The car would still not start. I noticed when I moved the diaphram up fuel would flow out of the hoses to the injectors (EUREEKA!! thats it!!). So now I know why I'm not recieving any fuel....but what triggers the diaphram to go up and down?? Is it vacuum (I tried to check for leaks as best I can without a running engine)? Is there a spring that may have broken inside the assembly?
PLEASE HELP...I'm so close I can taste it(hmmmm, tastes kinda like gas and oil)...Thanx, Da Muel
