There could be some problems with the new sender unit -- it happens. But to be certain, here's a test you can do. I'm not sure which year/model Saab you have, so yours might be different, but the sender unit I have in my '87 has a 3 wire plug on it. If yours is similar, try this:
One of the wires going into the sender unit is to the car's ground. One goes to the fuel level float sensor resistance windings, and the other one connects to the low fuel light switch.
Take the connector off the sender unit and short the wires together. Then get behind the wheel and turn the ignition switch to ON without starting the car. You SHOULD see the fuel gauge go all the way to Full, and the Low Fuel light should come on, since you've grounded both those circuits.
If the gauge goes to full, then your problems is not the gauge or wiring -- it's the sender unit. You might have a stuck float, as Doogie suggests, or damaged resistance wiring. You can open up the sender unit and do a little troubleshooting; you may be able to fix it.
If, when you do this test, the fuel gauge only reads half full, then the problem is elsewhere. You might have extra resistance in your wiring, likely from a corroded or dirty ground connection. Check the connector on the sender unit itself, too, and make sure the electrical contacts are good. You might even have a bad fuel gauge, though that's not as likely.
Good luck -- test it and let us know what you find.
