occasional stalling problem

Over the past couple of weeks, my '91 900TC has developed an intermittent stalling problem when I come to a stop. The RPMs drop and the engine hunts for a couple seconds but doesn't recover. When I restart the engine, the check engine light sometimes comes on and the engine hunts again, however I can always give it a little gas and drive away. The difficult part is that it happens very infrequently - I can't reproduce it, and the car runs well 99% of the time. I tried cleaning the AIC valve and the stalling seemingly went away, but it happened again about a week later.
So, I bought a hand pump and delved into the wonderful world of vacuum leaks. There is a 3/16" hose that runs from the intake manifold across the top of the fuel rail, into a plastic piece, which is connected to a small hose which ends up connecting to the top of the valve cover. This hose (the first one) does not hold vacuum at all.
What does this hose do? Should it hold vacuum pressure? If so, could this be related to my stalling? If not, I'd appreciate any other suggestions!
