Repairing is probably lots cheaper and probably not much more time than buying new from Saab. Some of the problems are probably not in the inst. cluster.
The odometer probably has a broken gear. Replacement w/ one from the junkyard is probably easiest. Some speedometer shops (e.g. speedometer.com?) may be able to repair it.
Speedometer: The cable could be worn causing the oscillations or the aft end of the needle may need lubrication. If the swings are above and below the actual speed, replace cable, if it just swings above the actual speed, it's the needle and replacing the speedo/odometer unit should deal with the problem.
Lights: Clean the contacts where the bulbs install. It could also be bad rheostats. Cleaning them could help, or possibly replacing.
Fuel gauge: If the needle never gets to the top, you've probably got some extra resistance in the circuit. Clean all the contacts, plugs, etc. and see if that helps. It could also be a bad sending unit. Clean the electrical contacts at the sending units.
