The new environment friendly stuff is 134A. You MUST have a new dryer to protect your warranty on new or rebuilt compressors. Yes as Charles says the Orings are optional; I crossthreaded one connection at my condensor while changing these so you must be careful. A safe way to judge would be have the system vacuumed down and see if it will hold a good vacuum without leaking. This will tell you if your seals are dry or leaking. A tight system will hold a near perfect vacuum for a long time (overnite for sure) so this tells you the integrity of the whole system. You need a gage set to get this reading.
Compressors can be noisey. I have heard rebuilt ones that sound like they are full of marbles, and which ran for years. You can only engage the compressor by energizing the clutch which I think will only occur if you have pressure in the system. I am not sure the torque required but it may take more grunt that you can apply by hand.
So then in summary you do need to replace filter/dryer, drain out old oil from all components as it is not compatible with new refrigerant, pour in the correct amount of new clean oil (comes in the kit) in quantities per Bentley, install 134A conversion fittings, get system evacuated, and then charge it. If it cools, go have a beer. If not, your compressor might be toast and you are only out the cost of 134A which is inexpensive. The compressor is probably the big ticket item, perhaps 2nd is the condensor.
