... your Automatic Idle Control valve, which is located on the top of the motor towards the front. It's easier to test the AIC than swapping AMMs, so you may want to look into it first.
The AIC is a metal cylindrical device (about 4 inches long) with 2 hoses connected to it, as well as wiring attached at one end.
While the car is "surging" up and down at idle, smack the AIC with a screwdriver handle. If the surging stops, then it's your AIC, not your Air Mass Meter.
Before replacing it, try cleaning it: Remove the AIC, spray some carb cleaner or similar solvent in there, and work the moving piece inside back & forth.
If the problem persists after cleaning, and you have confirmed that the other suspected components have been found to be functional, e.g., AMM, no vacuum leaks, etc., then replace the valve.
I was once told, and perhaps someone can confirm, that surging due to a bad AMM tends to go away after the motor has warmed up, whereas surging due to a bad AIC persists after warm up...
