I don't know if all Saab 900 cars are the same, but my two fans do not work independently. When they come on, they both come on.
You should get the broken one fixed. The remaining one could fail, and then you'd have nothing... and Murphy's Law says it will happen when you're stuck in 4th of July traffic far away from home.
When the fans come on, they pull air through the radiator to keep the temperature from going beyond that 3/4 point. One fan isn't going to do the job as well, and your coolant will stay hotter longer or even creep higher than it would with both fans working. If you do a lot of stop and go summer driving, it's more important than if you primarily do highway cruising.
As Ed suggests, check out Townsend for more info on testing and understanding the system. Yours appears to be functioning normally, apart from the broken fan. You might try hooking power directly to the fan to make certain it's bad before you repair or replace it, but I'd say this is something you need to chase down before the weather gets hot where you drive. (It's already hit 90 degrees where I live!)
