It would matter what YEAR your car is. Between '85 and '89, the fan circuit was different than 1990. It was then changed AGAIN in 1991. If your car is '85 - '89, there are TWO fuses to check. Check fuses 22 AND 25. If your car is later than '89, there's only one fuse (25).
Also, you mention that you disconnected the wires at the radiator overtemp switch and shorted them. Remember that you DO have to have the key in the ON position for this to work.
Lastly, I just had my main fan fixed last week. It turned out that one of the wires (the red one) at one of those big plastic connectors next to the fusebox had corroded straight through and was broken. On model years '85, '86, and '87 there was a problem where the wires will have all the insulation corrode off, then the bare wire can easily break. The only problem is sometimes it's either broken or shorted to another wire inside the wiring harness, meaning you have to dig down in there to see.
