You may be able to just get your fingers in there and lift it up...the hood may be sticking in the latch mechanism.
If this doesn't work, try having someone hold the lever while you attempt to lift the front of the hood up.
Then lubricate the hood latch/post and/or realign the latch mechanism so it pops up easily. Make sure the spring that pops up the hood hasn't taken a walk........
