My charging SAGA continues. (Long)

OK, my 88 900t (my hobby) is giving me fits with a charging problem.
Question 1: Is there a terminal on the alt where low (1.3v) is found?
Question 2: Where is D+ in relation to B+?
Question 3: Could loose belts contribute to the problem?
Battery dead, charge light not illuminating when the car dies, but does illuminate with key in. At first, I was getting only 11.2 volts at the battery. Assumed voltage regulator, etc. Started to change that out, but could not get second screw off. No problem, I'l buy a flex shaft.
While I was there, I cleaned all connections, and wired up another ground cable, just in case. Charged battery to 12.6 v., slaped it all together, now I get 12.7 - 12.8 at the battery, same voltage at B+. Then there is what I assumed was D+, which gave me only 1.3 volts. I may have been testing the wrong terminal.
Also, one belt is gone, and the remaining one chirps, no matter how much I tighten it. Actualy, the tighter it gets, the louder it gets.
I plan on putting in a new Voltage Regulator and New Belts this weekend.
