If you get no leaks when sucking on the vacuum hose as Greg suggests, then the problem could be either a bad seal on the vacuum pump or the boost limiting switch is leaking.
The pump is sealed with an O-ring around the joint where the top pops onto the body. If leaking, install a new O-ring or seal with silicone sealer.
The boost limiting switch is located just aft of the APC box. It's one of two switches and the one closest to the front. A section of vacuum line leads to it from a T in the main line to the CC actuator under the dash. The plastic cap (red if I remember right) can split and produce a vacuum leak. The fix is to remove the plastic allen screw on the top (pop the cap off) and seal with teflon tape.
