or cracked plastic tube from turbo to intercooler or loose/leaking clamps or hoses. All of the above will bleed pressurized air, either on boost or letup from boost, with whatever oil is leaking from the turbo (and they all leak a certain amount!) onto that area. Also, a pressurized crankcase may blow oil by the distributor O-ring. You might consider replacing the distributor O-ring if it's more than 5-10 years old.........
Interesting that you're troubleshooting why turbo is not working...what do you mean? No boost, low boost, have you removed the air inlet to the turbo and checked the compressor wheel for smooth turning/spinning and essentially zero radial play with little axial play?
