Hi-
It sounds like your base boost is too low.
I hate to ask this, but did you check to see what your base boost was before you started tweaking? I ask this, because I have not adjusted anything in my apc yet. I checked my base and it was at about 2.5-3 psi. This is how a lot of non-spg turbos came shipped from the factory from what I hear. The spec for base is 5.5 psi according to Bentley and Townsend.
Before I adjusted my wastegate to to proper base boost level, I would max out at about 2/3 yellow or about 7-8 psi. (yellow is roughly 0-10 psi)
After setting my base, I now max out at the yellow/red border. This w/o any APC adjustments.
Just my $.10 (adjusted for inflation).
