You have a few choices.
1. You can remove the hood and replace with a rust free one Kind of a hassle to find and if your hood isn't that rusty then forget I mentioned this.
2. If your reasonable good with bondo, sanding, and painting and wish to introduce yourself to hard work and lots of pain. You could remove your hood (for the protection of the rest of the car.) Sand it down get rid of that rust (sand to bare metal) I suggest using a rust inhibitor like por-15 then primer and paint to match your car.
3. You could let a professional do the job which will cost you.
4. Or you can remove the hood as suggested before, sand it down get rid of the rust prep it (bondo, primer, etc.) and take the hood to a professional and let them pait it (highly recommended) This is probably your best cost/effective measure.
Of course you really don't have to remove the hood but if you paint it yourself then your asking for overspray to get on your other panels. Hope I helped.
