I think that turning the wheel at a dead stop will cause the same amount of tire wear whether or not the car has power steering or "armstrong" steering. If the power steering pump and fluid have been removed from the car, then there will be a tiny little bit less wear due to the difference in weight over the tires.
I think that the biggest factor in tire wear at a dead stop is the abrasiveness of the road surface. Rough concrete= some wear, smooth wet concrete= less wear, wet ice/grass/mud= virtually no wear.
By the time you wear out your front tires by parallel parking without power steering, you'll have arms like popeye.
