Which happened to me several years ago in my '84 900T was that the actual clutch pedal needed replacing. What happens often is that the hole in the pedal that a pin goes through to connect it to the rest of the car wears out into an oval sort of shape. This causes you to have to push the pedal almost all the way to the ground in order to engage the clutch. I ended up getting mine replaced all those years ago but I've heard that it's a pretty simple job to simply remove the pedal and enlarge the hole so that it's round again. Then simply use a bigger pin to hold it in place. I certainly would have tried that if I had known about it back then.
