Did Hooter Valve - Chirping Noise Still there & boost problem

Hi,
Thanks to those who posted with tips about replacing Hooter Valve. I did it yesterday, and after the new part was in, I realized that the "Chirping" sound I hear under heavy boost was not the hooter valve but something else. I'm thinking leak in exhaust? Any tips would be helpful. The chirping noise is only under full-boost and seems to "regular" in it's modulation (chirp-chirp-chirp-chirp-etc.).
Also, one other question. Since I replaced th hooter valve, I seem to have more problems getting boost. The car (1991 TURBO CONVERTIBLE AUTO) now seems to stick about 1/2 to 3/4 in the yellow - Not boosting quite as high as before. I've looked at everything I touched during the install and can find no loose hoses, etc. Any ideas? It seems like it's almost at base boost as when I keep it floored then touch the brake, it doesn't drop back the boost, but rather stays at about 1/2 in the yellow.
Any ideas would be appreciated!
Gavin
