Yeah, very accurate... like dead-nuts on, is what I'd say.
The manual trans should be very smooth. Is it maybe just turbo lag going on? (I don't know if you've driven turbos or not, forgive me if you know this.) The lag should only show up as you let the clutch out in each gear, and even then only if you take your time shifting.
If the engine revs faster than the car goes (like if you hit 5000 rpm in second gear and the car is still going 30mph), then your clutch is slipping. A slipping clutch will start off by doing what you are kind of describing -- nail the gas in 4th or 5th and the engine will speed up, but the car won't. Eventually, you can do that neat trick in any gear, at any speed (especially stopped!)
