First off, if you've changed the bulbs there recently, pull them out and make sure you've got the right bulb wattage and type.
If that checks out OK, the problem most likely is a bad ground connection to chassis. Check the wiring, and clean all connections. This means pulling them off and brightening them up with some fine sandpaper or a piece of Scotchbrite. Where the ground (usually a black wire) attaches to the chassis, unbolt the ground lug, and clean up all surfaces.
Normally current flows through the bulb to ground, but if the ground connection is poor, the current will flow back through the other bulb in an attempt to find ground. This causes dim bulbs, strange flashers, and the like.
