Most likely the master cylinder. Two wheel cylinders would have to go for them to be the problem, one on each circuit but check them for leaks anyway because they could also be bad.
It's definitely not safe. You could limp by for a while, or you could discover that you have no brakes just when you need them most. Remember, you're not only putting your own life at risk, you're risking the lives of other innocent people. If you can't afford to fix the brakes, you have no business driving the car.
Replacing the master cylinder is a simple job and new parts are about $100. You may be able to rebuild the MC (~$20), but if the bore is pitted or corroded (likely), it's not rebuildable. You may also be able to get a servicable MC from the junkyard for a few bucks.
