Hi. I used to live in VA and they are not particularly onerous about the tint. The rules are strict, but no one I know with a tinted car has ever had trouble. That last statement may provide little comfort, but before tinting, I'd contact a tint shop and find out what's legal. I believe that it's 35% all the way around the car. Of course, we're not stating the obvious that you can not tint the windshield.
If your car has a tan interior the tint will appear much lighter than it is because of the light color inside. If you have a grey interior, it'll make it appear to be a bit darker. The effect is only that when you're zooming down the road, what's a cop going to think.
I've tinted almost every car I've had to 35% in three states where tinting is supposedly strict... MD, VA & NC. Now in MD and they don't even check unless you are selling or purchasing the car.
Talk to a reputable shop and they'll guide you through.
