I too have a 900 Turbo with deteriorating wiring harness. I don't know the two wires you're specifically referring to, but I'm guessing it's the two that go to the APC solenoid. Mine have the insulation missing as well. Also missing on mine is the insulation on the wires that go to the A/C cutout switch in the upper radiator hose.
My Saab indie mechanic explained to me that in '85 through '87 Saab used a kind of glue to hold together the wiring looms which corroded the insulation around the wires. All the wiring looms basically feed into one harness that winds its way around the engine bay, branching off to different components. If you were to go to a junkyard, you'd likely find all those wiring looms corroded as well. The only way you'd be able to get a new one would be to get one from a dealer and I'm told that these are EXTREMELY expensive (like $750 to $1000 is what my indie mechanic was guessing).
My mechanic has been slowly cutting out old wires which have been shorting together and soldering in new ones, putting shrink tubing around the joints. This seems to be the path that most of the owners of '85 through '87 Saabs I've heard from are going.
