Because it worked for a second, I'll bet your mechanic did not flush everything before assembly, and you just have some dirt clogging the rack. Flush the system thoroughly. Disconnect the hard pipe junction near the passenger side motor mount and use a Mitivac to suck the fluid from the highpressure side. "Reverse flush" this way at full lock right and left. Do this a couple of times and this should get the clog out of the valve and your rack will be back to life.
