The problem with the turbo setup is either that the horn is too small or the multiplicity of turns from the (maybe too small) horn to the air filter box to the AMM restrict flow at least 20" water above 4000 rpm. At least that's what my filter-minder (TM) says. Now, if the horn were larger and/or the tubes to the filter box larger...(for example, the stock box on my 7xx Volvo shows NO restriction with amsoil filter but >20" water restriction with the stock volvo paper filter. The stock saab airbox restricts >20" water with NO filter in it, the amsoil filter doesn't affect it judging from its zero effect on the volvo, and goodness knows how much a saab paper element further restricts the flow!
I went back to the stock saab filter box nonetheless because the cone filter gets dirty quickly behind the intercooler (wait a minute, that was before I overhauled the engine and there was a lot of ummm, oil mist, around there...maybe I can live with a cone filter now) and the heat from the engine deteriorated the foam oversock I had over the K&N-type filter.
I think it's pretty logical that a filter sitting in the fender like behind the headlights would get soaked in the rain.....
