Is hole on J-tronic fuel dist normaly open?

I have an 86 8v basic. Is the 3/8 in hole in the fuel distributor housing supposed to be open or plugged? It's between the fuel dist and the airflow sensor on the top side right next to the bosch tag. It's would be non filtered air since its after the air cleaner and seems strange the fine eng from Saab would use a design like that.
