It is the pulley bolted to the crankshaft. It has a rubber doughnut between teh hub and the outer pulley to dampen vibration and protect your crank and bearings. The rubber doughnut goes bad from oil leaking from the oil pump and crank seal and it starts to squeel and will eventually fall apart and cut into the front(at firewall) of your engine.

To replace you have to remove all belts unbolt the 10mm bolts holding the A/C pulley to the big pulley. Next, unbolt the crank pulley. 30mm bolt through 1990 27mm 91 on. It helps to have a socket with about 3/8inch ground off to better fit over the bolt. Find a helper to lock engine in place at flywheel with special tool or giant screwdriver stuck into flywheel teeth near starter drive or through drain hole under engine. Pull like hell with breaker bar on bolt to break loose. Alternately, you can crank the starter to slam the breaker bar against the frame to loosen the bolt. Pulley then comes right off. When you're this far, you might as well replace the crank seal and the oil pump o-ring, too. This project is not all that complex, but still not for the timid.
