if it had this problem before changing rotor and pads, you probably have a bent outer yoke where the pad fits. If it didn't do this before you installed the new rotor and pad, you probably bent the outer yoke pad mounting area when you forced the yoke open to get the old pads off.
Or the new rotor is extremely mismachined...not evenly machined, has a taper in it (highly unlikely).
You can wait and let the new pad bed in...it will eventually wear in but if it's not grabbing you have immediate problems and I wouldn't recommend this.
If the pad is not touching uniformly to the rotor, you'll have to bend the outer yoke brake pad mounting metal to parallel with the rotor face and try again. If you're unsure what a good/correct bend yoke looks like, check with your dealer and get a look at a rebuilt piece.
