The website notice is dated June 5, so that's pretty recent.
Note: You'll still have to pass the emissions test, something that's usually much harder than the safety inspection. You may be able to skip the safety inspection, but a cop can still ticket you for obvious safety violations. For example, if the car is missing bumpers or a light is out.
The safety inspection was always a problem for me. Not because I was trying to slip something past the inspectors, but because many inspectors just didn't want to pass a car. Trying to get my '67 Sonett inspected was a comedy routine if I weren't going through it myself.
Frankly, the inspection has always been pretty much a joke. Lots of cars get booted for not having both license plate lights working, or having an exhaust pipe that extends past the bumper. Any car that truly won't pass safety inspection for a valid reason, I wouldn't want to drive in.
