You're safe with them! Pilkington is one of the largest manufacturers in the world, they claim 25% of all automotive windshields are made by them. I've seen glass from both Sekurit and Pilkington in Saabs, and from various others.
Saab has an assembly plant here in Finland (in Uusikaupunki) and a company formerly called Arva used to supply the glass for them. Pilkington bought the company in the 90's and nowadays the glass is branded after them. This is to assure they've been making windshields for Saabs as an OEM for at least a few decades!
I can't say for sure, however, where those particular replacement Pilkington glasses are made, they have factories around the world.
Personally I'd suggest steering away from a manufacturer with glass stamped as IHD. I currently have a windscreen from them in my 900 and it's been a big disappointment:
- the glass is very sensitive for flying debris and has marks all over it even though only under two years old
- the glass is REALLY a bit too low to be a good fit: it squeaks against the rubber and the lower egde leaks a bit!
