Exhausts rust out/wear out. Fuel doors fall off if the car gets rusty. WHere are you living?
As far as boost, it is limited when cruise is engaged. I cannot get my modified car (which boosts over 17 psi) to boost past half yellow (basic boost) in cruise. Very annoying going up hills!
As far as your boost response delay, it seems as if APC is sensing knock of some kind at lower RPMs, and which go away at higher rmps (therefore allowing the boost to kick in) The problem could also be corroded wires connected to your boost pressure control solenoid, which is located on the core support (it has 3 vacuum lines coming off of it) From the corrosion you described otherwise, it sounds as if this might be the first place to look. The wires are easily replaced (they are the wires that lead from the plug connected to the top of the BPC solenoid) I have seen some of those wires that were so corroded that they had no insulation left at all! I am not sure why the RPMs would matter if that were ther problem, but you never know.
