The cam that holds the signal lever in place gets worn with time. Either get another TS lever module and install it, or repair the one you have.
To remove, remove the plastic trim piece under the steering column, then undo the two machine screws that hold the yoke to which the TS and windshield washer stalks are attached. Remove the two screws that secure the TS mechanism to the yoke and unplug the wires (making a diagram so you know which wire goes where).
To repair, you'll need a dremel tool and a small drill and tap. Grind off the metal studs that secure the plastic cover to the metal body and pull the assembly apart. With the Dremel tool, reshape the cam so that the follower will stay in place. Careful inspection will show where it's worn. To reassemble, grind off the remaining parts of the metal studs, drill and tap for small machine screws where the studs were and put it back together. You can also use small self-tapping screws if you don't want to tap the hole.
If that seems like too much trouble, get a replacement. Check w/ the vendors on this BB or go to the dealer or a junkyard.
