like Justin says. The '89 base is a 16V and has the LH2.4 FI system. print out the links and bring them to the mechanic. Have him check for vigorous spark at the plug wires. If this exists, your amplifier, hall sensor, coil, rotor are all reasonably good. Next, have him verify operation of the fuel pump. When the car is cranked, the fuel pump should run. It will not run unless the FI computer sees that the engine is turning over by the rpm signal. As a hedge, have him short pins 30 and 87b of the fuel pump relay. If the car runs with the jumper you have either a bad FI computer or a bad fuel pump relay. If it runs with this jumper, the signal is good and is getting to the FI computer (it fires the fuel injectors) Verify voltage at the Fuel Pump relay pins according to the Bentley. Check fior continuity between pin 85 of the fuel pump relay and pin 20 of the fuel injection computer plug. If all this checks out, you probably have a bad FI computer.
The original part number for your computer is 7 48 71 35 if so, it was a known 'iffy' unnit. If it was replaced by a Saab remanufactured unit, it will be part number 88 26 026 which SHOULD be good. A FI computer out of an '89 of this remanufactured part number or one from a '90 base or S model will work as well. Tom Townsend's site has 'no start' checks for the LH 2.4 but is down right now. When it is back up, print it out for the mechanic. The link is for the LH faq on TSN which lists pin#s and voltages. http://www.saabnet.com/tsn/archive/files/faq/lhoverview.html
Tom T's site is http://216.78.173.63/entry/tech_doc_systems.html, the information is under 'engine' then 'LH 2.4 no start checks'
let us know how it goes. I would second Justin's comment in that you need to find a mechanic which is a bit better versed in Saabs. If not, it may be a frustrating education period that you may need to go through with this mechanic. nope this helps.
