AC Electrical - not retrofit - Questions (trying again)

I guess I shouldn't have posted in the middle of the saabstuff.com activity ;-)
I own an '89 900 base, current state of AC - Doesn't run without jumping low pressure cut-off.
First question: Sometime during the history of my car, someone spliced in a wire running from the red wire on top of the compressor to a blue wire on top of the receiver/drier. All the original connections are intact, it's just spliced in. Anyone have any idea why? How about side effects of taking it off or leaving it on? With it on there, the compressor does run if I short the low pressure switch.
Second question: So I jumped the low pressure switch, the compressor and fans came on, good, turned off the interior AC switch and everything stayed on, not good. Disconnected the blue wire on top of the compressor and the compressor went off but the fans stayed on. Pulled the AC fan relay and the fans went off, put it back in and they went back on again. Turned the car off, waited a bit, started it back up and everything was off as it should be. Is this a bad relay? Which one, fan or AC?
Thanks for your help, I'm exploring to see if I can get this going with a very minimum amount of money. If I can't, I won't. All my past cars have had broken AC so I can only go up from here!
