Not sure what color the AC relay in your car is, but yes, the AC relay drives both the AC clutch and fan.
Now, the question is why the relay isn't providing power. Two possible main reasons - the relay has a problem, OR it's not getting the signal to pull in.
I've seen relay problems. That relay pulls a lot of current, and large current loads cause contact pitting and oxide buildup on the lugs. First identify the AC relay. Then pull it out, and clean the lugs with some Scotchbrite or fine sandpaper. See if that helps. Open the relay and make sure the contacts are clean.
The other possibility is that the relay is fine, but the signal to turn on isn't getting there for a variety of reasons. Pull the relay, and measure the voltage to the coil when you turn on the AC. Is the relay coil getting voltage? Remember, the relay coil isn't energized all the time. There is about a 10 second delay after startup before the relay is energized, and the AC normally cycles on and off. Also, if the AC is turned on but the AC pressure is too low, it turns itself off, so don't expect to see that coil signal there all the time. But it should show up for a few seconds at least.
There are numerous reasons why there would be not signal to the AC relay coil. There are safety switches to shut off the AC if the Freon pressure is too low, or the condensor has iced up, and the like. Now you'll need a schematic of the AC system (Haynes or Bentley manual a necessity). Just start tracing back to see which switch isn't closed, and go from there.
Sorry. I'll bet you were hoping it was 'replace secret fuse X'. I'm still looking for that fuse, too.
