It allows you to plug into an extension cord. Keeps the oil pan from turning into a popsicle.
If you live in scandinavia, canada, alaska, russia, or anywhere that goes below zero (Farenheit) on a regular basis, it will let you start your car every morning in the winter. It also reduces engine wear an awful lot because the oil gets moved around right away.
If you live in a more temperate climate, you can ignore it.
