On my CIS the cold start valve is controlled by a bunch of relays, wired in series, on the drivers side fender. If I remember right it kicks on whenever the coolant temperature is below 77C. You can verify if yours is working by simply removing it and trying to start the engine with the coil disconnected. Be careful since you'll be playing around with an explosive mixture!
I just read through some of your previous posts about your hard starting problem. One thing the stuck out was that you mentioned that it takes 2-3 sec. to start when the engine is warm/hot. If this is true then I don't think that the cold start valve is the culprit. It doesn't get activated when the engine is warm. I'd triple check your ignition system and run some Redline SL-1 fuel injector cleaner through. This stuff did wonders to my old saab.
I'll bet that your ignition wires are bad or you either have the wrong plugs or they're gapped incorrectly.
