Unless the wastegate actuator rod had been played with before, adjusting it to recover boost is the wrong approach. That's like compensating for a leaky water pipe by turning up the pressure. Yes, you'll get more water out of the faucet, but it's not fixing the problem.

You're probably not getting the proper base boost (as the second Ryan says). Adjusting the wastegate actuator rod is a method for gaining boost over stock, and like any performance mod, should be done only after the engine is working normally stock. Search back through the archives on Base Boost. There can be a lot of reasons why you're running low boost, such as vacuum leaks, a bad fuel pressure regulator, a flaky O2 sensor or just the timing being off.

A few questions - what year car do you have? Different years have different setups, and different boost levels. What have you done to handle the basics - correct spark plugs, new fuel filter, check timing (again, depending on year), check for vacuum leaks, check hooter valve. Is it an 8 or 16 valve engine? Has the car ever given you better performance? Have you done a basic check to see if the boost gauge is reading properly (with engine off, the boost gauge should point to the line between yellow and white).
