does your turbo gauge still work? It is pneumatically controlled by the pressure in the throttle body. I think that the vacuum line goes through the firewall near the clutch/brake master cylinders. If you get a leak under vacuum but not while the turbo is boosting, you probably have a cracked fitting which leaks vacuum but not pressure.
I had the exact opposite problem in my old '86T- the turbo overboost cutoff switch had a torn rubber diaphragm which made a nasty hiss every time the turbo went into boost.
