A/C Compressor Test

I don't hear the "clicking" sound indicative of the compressor clutch engaing when I turn on my A/C. The Bently book suggested I measure the voltage going into the compressor. I did and it's reading less than 1 volt. Before I replace the relay (the fuse is ok) can I run another test to make sure the compressor turns on when voltage is applied? I seemed to have read a "bypass mode" I can use to directly provide power into the unit and check the compressor. Any help is appreciated. Mine is an 89 900 Turbo w/ 128K. Thanks
