Probably not pump if pump still pumps fluid. Did you flush the system and keep everything really clean before putting in the new rack? I have had a bit of dirt clog the new rack valves and cause exactly your problem. To solve the problem, i reverse flush the rack by hooking a mity-vac to the high pressure pipe near the motor mount. Disconnect the pipe junction, plug the side from the P/S pump, and hook up the vacuum pump to the open pipe to the rack. I sucked a couple of quarts through the resevoir to flush the dirt out, and solved the problem. Rack rebuilders send all sorts of disclaimers about how the fluid must be particle free. Your "new" rack may have had some dirt in it due to its questionable heritage.
You did check your steering u-joint and were careful not jam it when you put the new rack on?
