Turn the wheel to the left. Reach around the front of the drivers side tire and pull the e-brake lever forward. Then turn the wheel to the right and do the same on the passenger side. Once you do this don't use the ebrake again or it'll be stuck again. I guess it could be rusted/frozen and locked in place, but that's not likely. Another possiblilty to consider if you can't pull the levers forward.. is to look at the cable ends at the rear of the hand brake lever. SOmetimes the end piece on the end of the brake cables come out of the hole and catches on the lever. This doesn't allow the brake cable to move forward to release the lever on the calipers. Reach in there, at rear end and base of hand brake lever, to seat the cable end in its hole. Then go to the caliper lever again and try pulling it forward.
