Yes, it is possible, but it takes significant trouble and expense.
Adding a turbo to the exisiting engine requires new exhaust and intake plumbing. Next, you will have to run at reduced boost, because a turbo engine has a lower compression ratio than a non-turbo. You'll also have to modify the fuel system to deliver more fuel at the right time. The result will be less than satisfactory.
The next more reasonable option is to remove your 8 valve engine and replace it with a turbo engine from a donor car. You'll need the engine, intake and exhaust plumbing, wiring harness, engine control computer, and APC system.
The most reasonable approach only takes a screwdriver. Step 1 - remove license plates. 2- remove non-turbo car. 3 Insert Turbo car - 4 Installation of license plates is the reverse of removal.
Your '83 has minimal residual value, and you could probably spend a couple of thousand dollars swapping out for a turbo engine- somewhat less if you are very handy, have all the tools, and a free turbo donor car. And time. The result would be a car with more performance, but the same residual value.
You can easily buy a turbo car for not a lot of money, and the results will be MUCH better.
