Checking the Chain Question

I'd like to check my timing chain while i'm changing the vc gasket, but i can't seem to get the camshafts to turn. I'm applying a ton of pressure at the pulley mounting bolts, I don't want to strip anything. Am i just not pushing hard enough? Also, bentley illustrates a TDC marking on the pulley wheel to be matched against some other marking. I find this confusing. i have a red mark on the pulley. I can see nothing to line it up with.
