By binding I assume you mean that the steering at times is difficult. If the belt is tight and the fluid level is OK AND the idle is above 6 or 7 hundred RPM'S You probably need a rack. Especially if the steering is stiff in the morning and it gets better as the car warms up[commonly known as morning sickness].
As I happen to have done mine last night I can tell you that the rack was $200.00 and it took 2 hrs[I have done about 10 of them] and it is a dirty sucky job.
