Both should come on. The right is directly controlled by the fan-switch. The left is an AC circuit fan, borrowed for coolant temp control. It has separate fuse. Use Bentley manual to check left fan and it's circuit.
For all 900 classics, idling, short wires to fan-switch together, both fans must come on (1 fan for oem 2.iL na engine).
